    The Democracy and Digitalisation Handbook provides an overview of opportunities, challenges and threats related to digital technologies. This handbook looks at the impact of digital technology on democratic institutions while implementing international cooperation and development projects. It seeks to inform European Union (EU) staff, in particular staff based in EU Delegations, by providing them with: a short review of existing EU policies and an international framework of digitalisation for development; a presentation of key digitalisation and democracy projects; an analysis that will inform future EU projects supporting democratic governance with digital technology components; examples of good practices; a discussion of practices to avoid; a list of relevant implementation partners.

    Entscheidungsträger im Internet: Private Entscheidungsstrukturen und Plattformregulierung

    Soziale Netzwerke, Zahlungsdienste, Gaming-Plattformen – sie alle verfügen über ausdifferenzierte Regelwerke zur Nutzung ihrer Angebote. Ebenso komplex sind die Systeme, mit denen diese privaten Akteure ihre Regeln durchsetzen. Automatisierte, menschliche oder hybride Entscheidungsstrukturen sollen eine effiziente und gerechte Regeldurchsetzung gewährleisten. Auf Grund der hohen Relevanz dieser Plattformen versuchen aktuelle Regulierungsvorhaben wie der Digital Services Act für klare Vorgaben bei diesen privaten Entscheidungsstrukturen zu sorgen. Der Band versammelt empirische und theoretische Beiträge, die Fragen der Institutionalisierung, Legitimität und Konsequenzen dieser Entwicklung auf den Grund gehen.

    Tipping Points: Interdisziplinäre Zugänge zu neuen Fragen des Urheberrechts

    Die Beiträge dieses Sammelbandes informieren eine interdisziplinär ausgerichtete Urheberrechtsforschung und diskutieren anhand der Denkfigur der „Tipping Points“ neue Fragen, die eine vernetzte Gesellschaft an das Urheberrecht stellt. Die Autorinnen und Autoren untersuchen den Wandel rechtlicher Rahmenbedingungen kreativen Schaffens, auch mit Bezug auf digitale Plattformen, nehmen sich Fragen referentieller Kunstproduktion an, wie sie der Sampling-Streit um „Metall auf Metall“ aufwirft, und fördern die Sichtbarkeit des Kontexts digitaler Archivierung. Die Forschungsgebiete der Autorinnen und Autoren umfassen Rechts-, Musik-, und Literaturwissenschaft, Soziologie sowie Geschichte, wodurch zwischen den Beiträgen ein lebendiger interdisziplinärer Diskurs entsteht.

    Beyond Filter Bubbles and Echo Chambers: The Integrative Potential of the Internet

    Are online audiences today fragmented into echo chambers or filter bubbles? Do users only see what digital platforms (like search engines or social media) let them see? And if so, what are the consequences for the cohesion of a society? Concerns like these abound in recent years. They attest to widely held assumptions about a negative influence of digital media or even the Internet in general on society. Empirical studies on these phenomena are, however, not as unequivocal. To understand why results from previous research are so far inconclusive, this study investigates the role of the Internet for social integration from a more general point of view. The integrative potential of the Internet is assessed to compare it with other media and ultimately better understand to what degree and due to which factors the Internet may or may not help bring society together. Using survey data, clickstream data on actual usage of websites, and data on content structures, the present work investigates how user behavior and structural features of the Internet determine its positive or negative effects on social integration. The results reveal that the Internet in general is not as bad as popular accounts of digital fragmentation may suggest. How much integrative potential can be realized via online offerings, however, depends on numerous factors on the side of the users as well as content and platform providers.

    Practicing sovereignty. Digital involvement in times of crises

    Digital sovereignty has become a hotly debated concept. The current convergence of multiple crises adds fuel to this debate, as it contextualizes the concept in a foundational discussion of democratic principles, civil rights, and national identities: is (technological) self-determination an option for every individual to cope with the digital sphere effectively? Can disruptive events provide chances to rethink our ideas of society - including the design of the objects and processes which constitute our techno-social realities? The positions assembled in this volume analyze opportunities for participation and policy-making, and describe alternative technological practices before and after the pandemic.
